I was born on a world and I left it when I was seven and I have been told it is Concluded. I do not know what that word means. I would like the definition. That is the whole of it.

I am aware this is a stupid question. I am sorry to take up the counter with it and I will not be long.

I do not have a number for the world. My mother called it Sekk. It is six days out from the Ferrow reach on the salt road, and there is a well at the top of the town that a surveyor measured for four days the year I was seven. She had a green case. She let me hold the rod for the last two mornings and told me to keep my thumbs off the paint. My father asked her what all the measuring was for and she said it was for the record. If that is not enough to find it by, tell me and I will go and ask my aunt, who is ninety one and remembers the roads better than the rest of us remember our own names.

The request asks for the definition of a survey state. The definition is a value on a published schedule. The repository holds the schedule.

Two enclosures are produced. Enclosure 1 is one sheet, printed both sides, sound, current at the date of production. Enclosure 2 is one sheet, folded once at the head, sound, with a working annotation in the margin of the third row which is not part of the text and is reproduced because it is on the sheet.

The flag is reproduced complete and without abridgement. The regulation carries three notes and all three are reproduced. This office does not produce an entry in part.

Both enclosures are working copies from the reading room set. Both are in print. Both may be bought at the Standing Regulations Office at that office's sheet rate, and this office holds no view on whether that is the cheaper course.

The repository further holds, in the same series, the closure notice issued for the designation named on the counter memorandum. It is one sheet, printed one side, sound. It is described at item level. No restriction applies to it. Retrieval is class II, one momenta, charged by the sheet, on production of a description. The closure notice states the survey state and the assessment of the population of record as at the date of survey. It does not state an assessment as at a later date, and no office holds an assessment as at a later date, because no procedure produces one.

STANDING REGULATIONS, PART 4: SURVEY STATES
Standing Regulations Office. Revision 43. Extract, clauses 4.11 to 4.15 with notes.

4.11 A designation stands in one of three survey states: Active Survey, Suspended, Concluded. A designation stands in one state only and the state is entered in the standing table of designations.

4.12 Concluded: survey complete; no phenomena outstanding; no further contact indicated.

4.13 The flag at 4.12 is entered on the closure notice for the designation and in the standing table. It is entered nowhere else. An office holding a value keyed to the designation is notified by distribution of the closure notice and not otherwise.

4.14 A designation carrying the flag is not resurveyed. Resurvey is a procedure of Active Survey. No procedure for resurvey exists in this Part and none is provided for elsewhere.

4.15 The flag is entered on completion of survey. It is not entered on a designation in which a phenomenon is outstanding, and the completion of survey is the whole of the test.

Note 1. The word indicated at 4.12 carries throughout this Part the meaning it carries at 4.3. A thing is indicated where the survey shows it to be required. Contact is indicated where a phenomenon is outstanding and attendance is required to close it. Where no phenomenon is outstanding, contact is not indicated. The expression is not a prohibition, does not restrict travel, correspondence, carriage or return by any person, and confers on no office a power to restrict any of them.

Note 2. The flag describes the state of a survey. It does not describe a designation, its population, its condition, or its continuance. Offices are reminded that the three limbs of 4.12 are findings about the survey and are to be read as such in correspondence.

Note 3. Where a designation receives the flag, the population of record stands as assessed at last survey, and no subsequent finding alters that assessment. No procedure produces a subsequent finding.

Note 1. Where a cell reads not provided for, no procedure exists. No procedure is refused, withheld, or held in abeyance, and no application arises.

Note 2. Attendance under clause 4.9 is made on the request of an office of the designation. The row reads not provided for in the third column because attendance is a procedure of survey.

Note 3. Retention is permanent in all three states. The survey file of a Concluded designation is the most complete file this Part produces, nothing further being added to it.

Note 4. The fourth row is identical in all three columns and is printed in full in each, in accordance with the drafting rule for this Schedule. Offices have asked twice for the row to be shortened to a single entry. The rule is that a Schedule states each column in full.

Both enclosures were read at table four, from the tick of receipt until the room closed. They were returned to the working set at closing and both are sound. No copy was requested. No further slip was filed and no further request was made.

At the counter, on leaving, the requester asked whether the slip is kept. He was informed that a slip filed is a register entry. He asked for how long. The retention rule for the request register is permanent.

He asked whether the crossings out are kept, the slip having two lines struck through on the face. He was informed that the register entry is the slip, that no procedure exists for the amendment of a filed slip, and that nothing on it is separable from it.

He said that was fine, and thanked the counter, and asked the way to the salt road office, which is on the third floor of the building opposite and is a different office. He was given the way.

Register entry 11-0471 closed on the tick of receipt, service standard met.
