The slip was completed at the counter and handed across it. It is described here at item level, the slip having been received and being from receipt a record of this office.

One sheet, form R/1 revision 12, 0.21 by 0.30, printed on both sides, sound, unfolded. Field 5 carries one line of writing in ink, occupying rather less than a quarter of the space ruled for it, written once, in a steady hand, not amended, not struck, not overwritten and not continued. Overleaf is blank. Field 3 is completed in a second ink, lighter than the first and of a different make, and the figure there is written in a smaller hand and is set slightly above the rule, as a figure is when it is copied from something held in the other hand. Field 6 is not completed. The four boxes at field 4 are printed and none of them is marked. Field 4 provides four boxes.

The requester asked at the counter whether the description at field 5 was sufficient and was told that a description is sufficient if it is sufficient to match, and that the register number at field 3 supplied what the description at field 5 does not carry on its own. The requester asked what the fee would be and was told the position, which is set out below. The requester asked nothing further, waited while the slip was date stamped, was offered a counter receipt, took it, and left.

The schedule of fees and charges, revision 12, states a basis of charge for class I, class II, class III and class IV. It states no basis for the class not assigned. No fee is assessed against this request. None was tendered and none was taken. A counter receipt was issued showing a total of nil, that being the form the counter uses for a request on which no charge arises, and the receipt is numbered in the same sequence as every other receipt issued at this counter.

The slip is entered in the request register at the entry reproduced at enclosure A, and is filed under its register number, and is a holding of the repository from the tick shown at the head of this note.

The description at field 5 of the slip refers to the length. Field 3 of the slip cites request 11-0463 of this register, which was a class I retrieval of a published schedule, produced complete, in the same tick, at no charge, and which named the interval and the column. The two fields together are sufficient to match and no search was required to establish it. Nothing in this memorandum reaches past the description given on the slip.

Class is assigned on what is asked for. The four classes are stated on the retrieval standards schedule, revision 12, and each is a class of document, that being what the classes were made to describe. They are considered here in order, because a request that is not in one of them is only in the residual once the four have been considered.

Class I is a value from a published schedule. The request does not ask for a value. It asks about the entering of a value that has not been entered, and a value that has not been entered is not a value on a schedule.

Class II is a copy of a held document. The request states that no copy is required, and the requester repeated that at the counter, and in any case the repository holds no document that answers the description, this office holding documents and not intentions to produce them.

Class III is a search across a series. A search is a search of holdings. Holdings are described as they stand at the date of the description. No search across any series produces a document that does not exist at the date the search is made.

Class IV is a certified copy for evidential use. Certification is applied to a copy. There is no copy.

The request is therefore classed in the class not assigned, that being the class the schedule provides for anything the four above do not describe. It is a printed row on a published schedule and it carries a service standard, as the four rows above it do.

Note 7. The standard for each class is stated by reference to an interval of the Standard Intervals, Section 3 of the founding charter. Where an interval is cited the standard is the interval as it stands on that schedule at the date the request is received.

The standard is met. It has been met since the tick of receipt and is met at the date of this memorandum.

Two procedures are described here because they are the two a requester most often asks for at this stage, and both exist, and both are published.

Escalation. A request may be escalated to the Standing Regulations Office where the service standard for its class has been breached. The application is made on form R/12, requires the register number and the date on which the standard was breached, and attracts no fee. No standard has been breached in respect of this request. The date required by the form does not arise and the form does not accept the field left empty.

Closure. A request is closed on the register when it has been returned, the register recording the disposition and the date of return in the same entry. There is no procedure for closing a request that has not been returned, no such procedure having been required.

On the matter the request describes. A schedule is amended by revision. A revision is a document, and every revision of every published schedule is held by this repository, and any revision of any published schedule is produced to any person on application at the counter, in the same tick, at no charge, that being a class I retrieval and the cheapest service this office provides. The superseded revision is retained and is produced on the same terms. No procedure requires this office to inform a person that a revision has been made, the distribution list for a revision being a list of offices, and a person not being an office. No person is prevented from applying, and no application is refused, and there is no limit on the number of times a person may apply.

The request asks to be told. Telling is not a document. The repository produces documents on production of a description. The request is received, date stamped, entered in the register, and classed.
